About BALC

This section contains quetsions that many of our members have in the past about the Buckinghamshire Association of Local Councils (BALC). It's not a definitive list of questions and answers but it's a good place to start.

What is BALC?

BALC is the Association of parish and town councils, and parish meetings in Buckinghamshire. It is managed by an Executive Committee comprised of representatives from Aylesbury Vale, Chiltern, Milton Keynes, South Bucks & Wycombe district Associations of Local Councils.

In addition, there are co-opted members from the district, unitary & county councils as well as from other voluntary organisations. Sir Nigel Mobbs, the Lord Lieutenant, is the President of the Association. The Vice Chairmen are Richard Pushman, Judge Raymond Tetlow and Ben Benifer.

BALC is one of 52 county associations nation wide, and represents town, parish and community councils. At present we have about 170 members, ranging from parish meetings to large town councils. BALC currently represents over 85% of all councils in the county.

Each member council pays a subscription related to the size of the electorate in the parish. Membership starts in April 1st of each year and runs through until March 31 the following year.

Who is BALC?

At present there are 32 executive committee members who meet least four times a year. The day-to-day running of the office is managed by the County Executive Officer, Irene Thompson, Ruth Powell and Mary Gardner.

What does BALC do?

BALC provides an information service for all member clerks and councillors. Complex legal queries can be referred to the legal department at the National Association of Local Councils (NALC).The Association has an important role to play in passing on opinions on policy documents from the local level to the relevant government departments, as well as disseminating information from central government to the 'first tier'. BALC supports and guides the first tier of local government and through its membership of regional and national organisations ensures the views of local councils are made known at the highest levels.

Does my organisation need BALC?

With the increasing complexity of the clerk's role at parish level, training, advice and guidance are essential. BALC can provide that additional level of support. The Association provides these services in a friendly and practical way backed by connections with additional organisations like NALC, SLCC, SEEDA and so on. Your council may not require our help today, but you have the assurance that BALC will provide effective, comprehensive and invaluable support should you need advice or support.
